Moisture removal on garage floor

I had 2 spots that was looking darker and felt cold. I used a hair drier and after 3 mins the dark spot was gone. After 30mins i went back with the drier to make sure that the spot was gone. The spot is no longer cold to the touch.
Will this be dry enough for rustoleum epoxy coating ?

Also my floor extends just 1' in front of the garage door. I want to coat this also and it takes sun and rain. I know rustoleum doesn't recommend coating areas outdoor but i don't mind the fade in color.

Also i'm planning on coating tomorrow night but i have rain today. The rain usually sprinkles on the 1' of concrete in front of the door. I'm planning on leaving work early tomorrow and use my dryer on that 1'. Do you think that this prep work is good for coating?
Yes, i've already done the acid etch and wash , just worried about if i get rain tomorrow and if the hair dryer will be able to dry the floor properly.

I live in Trinidad (Caribbean) We've got only sun and rain and we're in the rainy season now.

You can try a little trick that I use if you have a sectioned garage door. Take a piece of plastic sheeting a little wider then your door. It will need to be about 5-6 feet long and wider than your door. Open the door and insert the top edge of the plastic into the lowest section of the door. Tape it from the inside and when you manually lower the garage door set the door bottom on a large nail so it does not settle into the epoxy. The plastic will flow over that 1" thatis sticking out and just roll it up and set heavy objects on it to keep the wind and rain from blowing it away.

Rustoleum makes alot of different product... so asking people here is like asking a bunch of mechanics if a car can go 0-60 in 5 seconds. What kind of car? Well... we know Rustoleum... So... we'll just say the car is a GM... Obviously, you should ask GM about the exact car... and Rustoleum about the product you have purchased from them...

We'll it's a rainy day today and i was planning to do this tonight so i may have to cancel.
I checked yesterday and the floor was completely dried.
Thanks for all the help/
I'll post my before and after pictures when i'm finished.
