"Moisture stop" product before or after acid etching?

I am prepping a floor for epoxy coating and got a Rust Oleum Moisture Stop product to prevent potential moisture issues, even though my floor passed the plastic sheet moisture test with flying colors. My question is, should I apply it before or after acid etching? Rust Oleum does not make it clear and I am unable to find a definitive answer after much web searching.

Apply after you prep. Prep is always first step. Prepping allows the moisture barrier to soak in better.

Hi All,

My concrete floor show dotted discoloration after applying rust-oleum moisture stop. I had followed the procedure written on the product. Hope it is not efflorescence.

Is it ok to epoxy coat it.
