I'm not understanding the question. Are you asking if they are the same size? If they are both numbered the same, ie T30, then yes, they are the same size. (Although the pic suggests they are different sizes)
The one with the hole in is a security bit, also know as tamper proof, or often just tamper, torx. It's for working on fasteners like this;

Yeah, a T20 tamper proof is the same size as a non tamper T20. The only difference if if it has a hole in it or not.
I rarely run into tamper proof on vehicles, although I'm sure there are some used. I've got a mix of both (I did have a full set of each, but breakages and loosing them means I've got a mixture now). Non tamper ones are generally stronger, as there's more metal in there, rather than a hollow centre, so it really depends on what you're going to be using them for.
Airbag and airbag control modules from almost every manufacturer have Torx Tamper proof. Might even be federally mandated. Never seen them elsewhere on a car, but I work on Subarus, and Subaru isn't like some manufacturers that like to make everything difficult and require strange sizes and drive bits everywhere (looking at you, BMW).
Ok, like a square plug 13mm for my Subaru diff or a T70 for the transmission, those aren't unusual at all.
