Motor Start/Run Cap hookup

My neighbor, who runs a scrap metal recycling shop, called me last week about a 1996 Harbor Freight Chicago Electric 16" Chop Saw (SKU#33225) that he said "blew up". I went to see what had happened, and sure enough, the 40uF capacitor had blown itself apart! His son in an attempt to fix it had removed the wiring box cover and disconnected the wires from the start and run caps then just left it. I got the cap values from the motor id plate and ordered them from Grainger. Yesterday I went back to see if I could figure out how they were connected but decided I had better ask someone who actually knows before blowing up $45!

Specs: Single Phase 240VAC 13.69 Amps 2800-3350 RPM
: Start Cap 300uF 250V Run Cap 40uF 440V

Here is a drawing of the terminal block. I would really appreciate any assistance on getting these caps correctly wired back in.

I would not put any money in repairing anything from Harbor Freight. Throw away stuff.:(
