Mounting stuff to concrete.

I have a simple 1 car garage with concrete walls in the basement of my little cape.

Here is the tricky question. I have use of an impact drill this weekend and would like to mount all the wood to the walls I would might need before I return it.

I never plan on finishing the walls, just want wood there to screw shelves and cabinets into as I need them.

Are furring strips strong enough for this, should I use 2x3's instead?
How far apart should I space them?
How many places should they be fastened into the wall?
Should I mount them vertically or horizontally?

While you say you will never finish you can never say never. If you are really into drilling I would put a Pressure treated 2x4 on the floor as a sill plate then verticle 2x4"s every 16"oc and not sure what you have for structure at the top but tie them to the rafters as well..

If not depending on what you are using for attaching the wood to the concrete furring strips every 24" on center run then verticle then plywood over that..?? if you are using a wedge anchor or similar 16 to 18 incriments. If your going with those pesky tap cons good luck. I never seem to have success with them..

+1 on wnstwolf. Using 2 x 4 vertical 16 or 14 on center will allow for a number of options for the future.
I would use some adhesive on the 2X4 also. What ever style anchor you use be sure to sink the heads below the surface so you are not dealing with that later.
I have used tapcons for this applications. They can be "PESKY" as wnstwolf stated.
I would use 1/4" X 2-1/4" tapcons with the 3/16" concrete bit. I prefer hex heads when for concrete but the Phillips will work better for counter sinking.
You can drill through the wood and the concrete with out predrilling.
Expansion style wedge or sleeve anchors will hold extremely well. But may need to predrill the 2X4s.
