mounting toilet?

I have a question for you plumbers. I roughed in my garage with a 4" PVC pipe for a toilet. Can I cut this off flush with the concrete and add the toilet flange on top of the concrete? Will the toilet sit on the concrete? I know that in my house the toilet flange was installed on the subfloor and then ceramic tile was layed around the flange. I'm hoping I don't have to somehow recess the flange down into the concrete in order for the toilet to sit flush on the concrete floor. Thanks for all your help.

yes if you get a flushmount flange.
they are available at home cheapo and lowes.
also use a good quality wax ring (the one with the plastic insert)
