I did an OPRA request for my development built 30-35 years ago. 120 SF homes done in 3 phases.
The docs were all mailed to everyone involved with input/sign-off for commentary/approval. Just reading all of this minutia back and forth between parties is painful today. (3 file boxes!)
They spent so much time beating to death one non-conforming lot on a cul-de-sac. Finally pushed the house envelope back 20'. Talk about watching paint dry.
Im sure it was even worse then being a party with skin in the game not knowing how long this zoning, epa, wetlands, traffic study, etc. would take or pan out. And money at risk.
I hope it's a little better today with email and shared drives.
