How 'bout this one. Three gang box. First switch is the two pole. Off each pole go to a single pole switch. One for lights, one for receptacles. Label everything. The disconnect rule for the mwbc is covered and the OP can kill each circuit individually. Kind of silly, but not as ridiculous as a sub panel with a 20 amp feeder.
