There are lots of discussions that can be had on the topic employee vs. employer supplied tools. It's not really a binary issue.
What tools, how many tools, higher wages if employee supplied tools, where you work, what work you do, the people you work with, how many people work in your shop, who you work for, how people treat tools they don't own, etc.
I've experienced all levels, from being provided nothing to having a tool room, and everywhere in-between. It changes from company to company, and even the industry.
