The Problem is alot of these cheap Scanners are not CAN Compatable, which is going to become the norm on new vehicles in the next few years... basically MUCH faster onboard computers than OBDII, but they use the same connectors. I use a higher end OTC genysis which is compatible, and I believe the Snap On scanners are compatable as well. The Scanner I use is a few thousand dollars. The software itself is expensive as hell too, making that price even higher.
Basically, the CAN systems are much faster and can process more information. They way it was explained to me (somebody can probably explain this better than I can), Instead of sampling something, such as an O2 sensor, every second, it can get info every few milliseconds. The computer recieves more information more often, almost making it "smarter".
My computer Diagnostic Skills are relativly week. The guys I work with can explain this alot better, and Im sure you can find stuff online if you really wanted too.
