I plan to paint the walls, add RaceDeck flooring, purchase a 8' Craftsman Pro workbench, put two of the cabinets on the east wall and one on the west and get a Craftsman ball-bearing tool chest. Oh and I suppose cleaning it up a little will help.

It looks like you have a lot of work ahead of you. It also looks like you have a fairly tall ceiling. Some overhead shelving could really get some of that stuff up off the floor and out of the way.
