I know what it is used for.
Meaning I know what I used it for. It might well have other uses, but I used it for this particular application maybe a dozen or so times in the early to mid 90's.
It is a 3/8 drive socket....

The spare tire carrier on Isuzu Rodeos and Troopers were bolted on with a fastener that could only be removed with the socket shown above.
