I finally took a couple pics of some old tools (well ones old,not sure about the other) that I found years ago when Grandfather passed.So here they are.

I think the Starret piece is a tachometer, but just guessing. The pointed shaft turns and the dial/face rotates.

The other has no markings on it. The chrome piece rotates and the tip is held in with a set screw. Thats all I know about it. Some type of carving tool? The tip is not real sharp, like a cutting blade.

OK guys ,I'm really curious,what are these tools?

yup, the Starrett is a tachometer.

The other tool is called a "swivel knife" and is used in decorative leatherworking.

You hold it with your index finger in the saddle at the top, thumb and middle finger on either side of the knurled handle, Then you use one corner of the blade to cut a slit partially through the leather, while pulling it and swiveling it to follow the guidelines you have previously embossed into the moistened leather.

The blade should be sharp.

I would call the Starrett a Rev counter not a tach but yes, :+1: on its use and the leather tool's use

The rev counter could actually still be handy, I like playing with motors and stuff.
I kinda guessed the other one was for doing leather work but wasnt sure.Its not very sharp but it has been just getting bounced around for the past 20 yrs.
