I poured footers on Friday and have a few days of rain ahead of me, so the footers will be good and cured by the time I can lay block. I have a question for those who know...

I'm in NE Tennessee. My footing was inspected by the city here and passed. #4 rebar at 8 inches thick under the frost line. My question has to do with block dowels....or vertical rebar coming up out of the footing... I'm going to lay a 2 foot stem wall and have 8 foot lumber for a 10 foot garage wall height.

My 1972 home foundation doesn't have block dowels or block fill....I don't even think the sill is attached to the block... (I've replaced a few sill boards and found no anchors)

Are those block dowels required? I'm going to read up on the 2006 IBC to find out, but figured I'd ask before searching the PDF. I've known a lot of people to build homes without them. By the time the soil is compacted in the garage, the slab is poured, and the weight of the roof is up, I doubt it will ever move.

If they are required, what is the best product for the money to secure them to the footing, what guage rebar should I consider, and how deep would I need to drill?
