looks good. I think I would be too scared to buy an electric or air tool from a pawn shop. Is it pretty safe?

Most shops have some type of return policy. Cash America has a 7 day money back guarantee and a 30 day return policy (store credit). Of all the things I have bought, the only thing I returned was a gun because the bore was just too pitted, and I didn't bring my bore light the day I bought it. They cheerfully refunded my money. I haven't had a problem with a power tool. My first circular saw came from a pawn shop about 19 years ago. The only problem I have had with that Skil 5350 was that I replaced the switch some years back.
A little bit humorous, the last power tool I bought was a Made-In-USA Craftsman Professional router (by Ryobi). It was an older model, but still looked almost new. I could tell it had been used once. I brought it up to the counter where you plug the stuff in to test it. The girl told me to go ahead and test it, so I turned it on and wood shavings flew out of it in all directions! She had a little mess to clean up that day. At $25 for a router that sold for over $100 new, (it even had a fancy bit mounted in it) I didn't even try to negotiate.

I never even seen that type of IR 1/2 impact before, looks like a good buy for something that damn new.
