Mystery 1/4" Drive Ratchet

Came upon this in a box of vintage tools. I don't think anything in the box was newer than 1970s, and nothing imported, all USA. I've never seen a rat like this. No markings. Anyone know what make this is?

No way!!! The rest of the set was in another box! Never thought they went together.
