Is the end of the square shaft slotted crossways?

I'd guess it is for tightening and folding over wire used for baling or fastening.

Definitely for spreading something (Look at the shoulder on the wheel). I wonder if it was for spreading a couple of wires for the old fashioned "Stick lever, and twist" to tension wire?

Yes it tensions the heavy wire hose clamps. The kind that are two loops of wire then tensioned with that tool then the ends folded over. I looked But I can't find any pictures of them.

Look for Clamptite tools for the modern version of this. Yours is a little different design, but would work in the same fashion. From the looks of it, you could tie fairly heavy guage wire with it.

Neat tool. I have never seen anything like it. I had to watch the video to see how it works.
