It looks like ones on some one hole faucets. The "cut outs" are for the water lines and the hole goes over a threaded rod and a nut screws up tight and secures the faucet to the sink.
Unforturnately, I'm that guy that usually they like to stump...I'm not sure what it is but you gave me an idea....Once in a while I'll throw an obscure part in one of my buddies tool boxes just to make him think....Maybe, you've got a buddy like me....
While the faucet part was a good "guess", I'm afraid that the part is
the right profile however it is much too small to be a part of a faucet
installation. Looking at the keys, it seems to be about the size of a
.25 cent piece, where the faucet takes a washer more the size of a
silver dollar.

When a colleague is doing something like a cylinder head or engine rebuild i like to add an extra bolt to their trays. It's great to watch, from a distance, as they try to figure out where it's meant to go.
I was worried once when i did it to a friend, and there wasn't a bolt left over after he was done.![]()
