Any ideas what this is for ?? Marked Starrett pat 1905. The end is tipped with a rubber piece, when turned , the inner dial rotates. The outer scale is fixed and has a reference point at "100". The black handle rotates but doesn't connect to anything. I have a vague guess but what do you guys think ?? thanks

It is a speed indicator (tachometer), used in conjunction with a watch to determine the speed of a rotating shaft. The Starrett was offered with several different attachments to engage shafts with and without centers as well as a larger rubber wheel to measure surface speed. Starrett made several different models and there were dozens of other makers. If your Starrett is complete and working correctly it will give an audible click every 100 rotations. I had one once that had a little bell that rang every 100 rotations. I've seen them with direct reading dials as well. I once saw one in a wooden case with a bunch of attachments that was marked "Transmission Department Llewelyn Iron Works" Llewelyn iron works was a steel mill in Torrance California that was later sold to US Steel.
When all machine tools were driven by flat leather belts from overhead line shafts they were indispensable.

Revolution counter.
Press the rubber tip on the end of a rotating shaft for one minute, and it will tell you rpm.
