Mystery Telcom(?) tools

These three were together in an old box I recently bought.
My investigation so far leads me to believe these are from Western Electric.
The 7/8 x 5/8 Saltus wrench is clearly Herbrand but does not follow their numbering system, instead marked R-3057
The socket wrench is likewise Herbrand, a #J-416 deep 12pt. cut down and welded to this handle bearing the number R- 2813
The third tool appears a gauge of some sort, the "foot" is angled at 30* and is graduated in sixteenths. R-2183 is stamped on the four inch handle along with a logo, the logo is an ovalized C surrounding WEo, ostensibly Western Electric Co. but not a logo I've ever seen or could find elsewhere. Sorry my photos are not so good.
I've scrolled all 24 pages of the Bell system thread and not found anything similar. The Saltus wrench shows up in a few Ebay listings and I think I saw one for the socket wrench referring to it as a telcom tool but with no specific use mentioned.
I'm curious how these were used, especially the gauge.

You might try looking in the Bell Systems thread, and poking thru the reference for the Telecom Archives, I think updated to the first post. Nothing looks familiar to me.

The gauge looks like the bare minimum basic and cheap drill bit grinding gauge, you often see ones of that type branded, a bit of vintage hand out to the customer advertising.
