I'm sure this one will be easier to identify, as it doesn't look to be as old as the other two I posted. Plus, this one actually has markings. I believe its just a combo duckbill/cutter, probably from the 60's. Of course, that's just a guess...
Bernard pliers with wire cutters. Common tool from first half of 20th century. I have my grandfather's almost exactly like those. The parallel jaws are still useful from time to time.
I have seen them called fence pliers. The guys putting up wire fence can cut and twist the end with one tool. Not as common now that tooling has improved do much.
