Mystery tool--do you recognize this?

I bought this along with a rollaway full of stuff, and the thing doesn't have a brand name, ID mark, or even a patent number to help. I think it's a mechanic's tool of some kind, and am wondering if anyone out in Garagejournalland has seen one. Can you help me? Thanks.
