A family friend gave me a bucket of tools, I have no idea what this tool is. Any help?

It's made by Red Devil. Couldn't find anything on their website.

It appears to have a missing set screw.

Any Ideas?

I was gonna guess glass or ceramic tile cutter. Score with the cutting disk, adjustable stop controls size of cut, flip tool over and grab with plier end to crack..
