Mystery Tool ID

Anybody know what this tool is? The pin in the center goes forward and the prongs are adjustable with the thumb screw, hard to read the markings w old eyes and a magnifing glass...

Never heard of that tool. Looked it up and might be missing the anvil that goes into the hole at the top where the pin presses against. Got some other mystery tools I'll post up. Thanks all.
