Mystery tool identification

Going thru my fathers tools I came across this one I cannot identify. If I had to guess I would say its some sort of plumbing tool? It was new in a bag, chrome plated with no markings anywhere on it. Has a screw sticking in the middle of the opening inside it.

Any ideas?
