Mystery Tool Identification

Ok guys, I’m stumped with this one. We’re cleaning out the shop and making room for storage of stuff we actually use and we found this. Nobody has any clue what these are. They’re in a cased set, they look like some sort of tap, but it’s not aggressive or very sharp. Any idea is appreciated.
