Are these just inserts for another tool, or can they be used as a center punch as is??

They are not center punches per se. You would use these to transfer the center of a threaded hole to a mating piece.

The storage handle has a bunch of threaded plugs with a pointy tip.
You use the storage handle to screw a correct size plug into a threaded hole with the point sticking out a bit. You then put a mating piece, to which you need to transfer the center of the threded hole, on top of the pointy bit and hit it with a hammer. The pointy bit leave a little indentation on the mating piece. You then drill a hole on that mark and you have a hole in the right spot. Very handy when you have to align multiple holes on one piece.

It looks like they are a tool themselves. I google them and it says they are used to transfer the location of open and blind threaded holes to mating parts. I myself have never used them. I would guess they are used more for machining.

If I had to guess I would say a pointer or center finder for a trammel of some sort.
