Mystery Tool ?????

I was picking a guys dad's shed and tossed this in my bucket because it was different. I do know he was a motorcycle mechanic but have not clue what this is. It does rock back and forth with a spring to return it to the center position. Any ideas???? Al

Not to hijack this great post but yesterday someone showed a mystery tool and one of our members did something called a Google Image search. I am unsure how to work that search engine can someone shed some light on how to work it and explain it to me.

If you use Chrome for your browser all you have to do is right click on a picture and you can select (search google for this image).It works .LOL sometimes.
It did`nt work on op`s picture though.
