Mystery tool

[rust in the eye]

These were inside of a toolbox that also contained some concrete finishing tools.
12" long and made of 7/16" steel hex stock. There is a swage(?) on one leg of each presumably to prevent it's insertion too deep into something else.
I'm guessing them to be some sort of gauging device.
What does the brain trust here say?

Not a contest boys. I haven't a clue WTF these are for.
The little pinch or swage on the one leg must be there for a reason which leads me to think that leg gets inserted into something and the pinch limits depth.
Some of the suggestions seem plausible but why make them from hex stock and why that pinch?

I second this guess. As for the swaged area, it could be that whatever these were made from happened to have that already there and they just left it on, or they are to help bite into the block to keep it from slipping when tensioned....or both. Also makes sense that there is a pair of them.
