Mystery tool?

Picked this up today, and my Google-Fu hasn't provided much insight on what it actually is. Its marked "JMS Enterprises" on one side, and "TS 111" on the other. Its completely plastic, and looks like some sort of installation tool.

Almost like a flat head screw holder the way the down side of the inside slopes. Is there any active bits inside, or all passive?

There was a JMS Enterprise out of Texas in the mid 80s which may have been a contender date wise, as advertised in the back of PopMech etc, but no details. Google maps shows the address as a lawn care service now.

Much more likely than the carpet care company.

I don't see how it would work with the retaining washers above, the tool isn't hollow...unless it just sits on the end, but that still doesn't explain the notched portion.

Not sure what’s going on at the end. Reminds me of a clutch alignment tool.
I take that back.
It’s a saw set.
