It's a slotted screw starter. You twisted to lock it, stick a screw on the blades then release the lock which is spring tensioned and will hold the screw. Start your screw then pull it off. Works great with non-magnetic screws like SS and/or brass.

I have a couple of screw starters somewhere in the garage. I haven't seen them for a few years now, never did use them much, probably put them in a box and then forgot where I put the box.

Back in the day, everybody had one for replacing breaker points. They were used to avoid dropping screws into the bottom of the distributor.

Yep,many delco remy point sets were installed using one of those.Those distributors in the back of the small block chevy were a pain to replace points & condenser without one!
