That's what I thought at first was possibly a crimper or corrugator for sheetmetal, but if it was, I don't see why it would have a lock on it. Take a little oil, or a little WD-40 and wipe where the writing is and see if you can make out the name of the company on the side.

If you look close at the gear on the side, the teeth are designed to only go one way and not back uo. If it was a crimper, the teeth would be straight up and down, plus the upper roller would have a tooth pattern to it also that would mesh with the lower gear or wheel.

At least that how I figured a crimper would work. What is the spring tension adjusting? It looks like that arrow looking part to the right of the crimper style gear.
