How does it work in Missouri, which doesn't have a statewide code? This site says every little town has different code requirements.

Another list... Looks like some areas are local adoption. I never knew that.

Some Cities and Counties, although they use the State Adopted Code as a base, have their own local Code amendments.
Chicago and San Francisco come to mind.
It pays to contact the City or County and ask them before doing any work.

Its a **** shoot in Missouri Nick, much of rural Missouri has no code enforcement at all and in the smaller towns and cities its mostly up to the inspector or permitting head. In the larger cities the code enforcement seems to be whatever NEC the current guy started with (I am not being a smart ***).How does it work in Missouri, which doesn't have a statewide code? Where I live there are no building codes beyond federally mandated septic (not hard to get around if your of a mind to) and you really have to be careful about even hiring a contractor for a new build. My wife and I redid our entire 1938 farmhouse from the weatherhead (which we installed since there wasnt one) on down with nary a permit. We followed the 2011 NEC and this is our forever home so I am comfortable with what we did but imagine buying a home where the owner said "yea, the old lady and I redid the whole house...its all good".
As a Fire Fighter I can attest that at least for rural Missouri, lack of any code enforcement or inspection is a great contributor to structure fires.
