Need a little help..

Hey guys, I got a couple free Toro push mowers. One was a 6.5hp Tecumseh, that the guy thought he blew up(sucked oil in carb), all I did was pull carb, clean it, change plug. Easy. So I got bored and thought I would start on the other. It is a Toro, with a Suzuki 2 cycle engine. Checked for spark, had really weak spark, but thought it would fire with it. So I carried on, cleaned the carb out. Put carb back on, no spark :O. Figured it was shorting out somewhere. Well.... I pinched the kill wire in between carb and intake. So got some shrink tube on it. Great spark. Went out, pulled it a few billion times. Its alive! And it surges like CRAZY. I think its governor, not sure. Please help? I've grabbed governor lever and pulled it and it revved up, but when its running on its own you can watch the gov. lever moving, and it nearly kills it out before revving back up. I don't know if it is something with the carb or internal governor.

Is the spring on the gov lever adjusted correctly?

Sounds like the mixture is off. Too rich or too lean. Should have mixture screws that can be turned slightly. You'll have to turn them little by little until it idles evenly If no adjustment is available there is plugging inside the carb or the float level is off.

check compression too, does it die when put under a load, do you have to pul it very hard to get the rpm up before it will start? and try pulling the exhaust off, they should still run fine (no power though) with the exhaust off. Also check the reeds, i dont know anyting about this suzuki 2 stroke, but they cant be miles off from any other 2 stroker.

Junk the Suzuki and keep the Tecumseh. You will be much happier with a 4 stroke engine in the long haul, and you get a US engine instead of having to fight with a Japanese engine too.

Sounds like a lean condition. If the engine is old and has not been running for several years there's a good chance the crank seals are dry and cracked. This will cause vacuum leaks and the lean condition. A simple test is to spray starting fluid at both the PTO and MAG seal while it is running. If this changes how the engine runs you have a leak. The correct test is a pressure check but that takes some special tooling. IF the seals are bad just junk it.

911 mike got it. The throttle shaft/ hole where throttle shaft on carb went was warn. Had a vacuum leak. However I could not find a easy fix. So I sold it for 5 bucks haha. I got 35 for the 4 stroke mower. And the guy I got them from(and sold the toro 4 stroke back to) asked if I would work on a log splitter for him. I said sure what is it? 16hp single cylinder, doesnt run, got her goin, need a starter, gas tank, and wants it switched to electronic ignition. then I gotta mount her to the splitter. Sorry for no reply, my job on the farm got real busy and am just getting time, Thanks.
