OK first, what is really going wrong with your 10 gallon Husky? Which model is it? Odds are it's totally fixable. The piston seals in oil free compressors are known to wear out but there are lots of videos about fixing the things as well. Other failures like the one below are reasonably easy to fix as well.
Anyway, the point is if you were happy with it when it was working you probably can fix it for less than a new compressor.
Most of the stuff you are talking about could be done with the CAT "1hp" pumps. At ~2.3 CFM they aren't at all powerful, even by 120V standards. They are very quiet. I think the combination of a sub 5 gallon tank + slow pump could get very frustrating. The CAT 4.6 gallon compressor is really no cheaper or lighter than the 5.5 gallon model so unless the specific shape is better for you, I would go with the single tank 5.5 (5510SE or 5510A with the aluminum tank). CAT does have a 2hp pump that has good flow for a 120V compressor but it would be out of your price range (the 4620 uses that motor). If you can find a 4620 in your price range I would consider it because you aren't sacrificing flow for noise levels.
For my sub $200 new I would want something oil lubed (this can be an issue for painting) that could flow 4+ CFM @90 with the largest tank I could get. Or I might just go with the standard HF 8 gallon for about $120. The CAT compressors are tempting but the few times I have tried my cut off wheel with the 5510 it just doesn't have the tank to give me any run time before the pump kicks on and after the pump is on it takes too long to refill.
