it'll be better than whatcha got maybe....
I don't know anything about that model compressor but the plastic housing covering the whole motor makes me think its an oilless motor. if so they're loud as hell and theyre ****. I had a husky one that size that lasted a little over a year.

that HF double hotdog compressor wont run a impact well if at all.. Its for running pin nailers and the like..

That Craftsman is a turd to.. it has a bigger tank but look at the CFM's 1.6 not where you want to be for impact use.

I would keep looking..

If you need it for your work to make money:
Yes, for 80 bucks, and only 80 bucks, if it improves your efficiency and help you make a living.

If you want it for home repair and general garage fun:
No, save your cash and wait for something with american balls.

My friend bought one of those Craftsman compressors a couple years ago. He's got the larger 33 or 36 gallon unit.

They are LOUD...but they recover pretty quick.

I pretty much agree with EJM02 above...

Like posters above, that oil-less Craftsman upright will get the job done, but you'll need to be wearing ear protection - - - - it's a SCREAMER.

I think you would be more satisfied long-term with an upright oil-splash compressor . . . . . . even if it was a 26 to 30 gal with 2 or 3 HP motor that still ran on 120 volt.

Ultimate long-term would be 2 compressors in your shop . . . mobile 120 volt, and then big upright 60 or 80 gal with 5 HP or greater running on 240 volt.

The 1.6 number on the label looks to be the horsepower rating, not the CFMs. On the right of the label it looks like it says 4.6cfm at 90psi is the actual rating. That should be enough to run an impact wrench etc. without issue. You are still most likely dealing with a loud oilless compressor though and for that fact alone I would pass on it and put that money toward something else.
