Yes plywood is not sitting on the floor. It is spaced 1/4" plus off floor. I have the 4" cove base. Do you think that will work?

I would want something thats higher than 4". Water is going to splash higher than 4".

Why not get a roll of actual metal flashing and put it around the bottom?

If you have a PT sill and the plywood off the floor, then the 4" cove will work fine if you "lightly" wet the floor. If you plan on drenching it, get some 4' laminate.

First I would have the have the plywood well primed and top coated. Then use 1 x 6' poly lumber a base trim, pushed tight to floor and tight to plywood. Silicone caulking then at floor to trim joint and trim to plywood joint. This will easily take care of the exposure to water youre talking about.
