Need help identifying a tool!

My neighbor claims his dad had this tool, and his dad isn't sure what it is. Dad is 90 years old. While I'm a mechanic, and enjoy tools, I haven't the fuzziest what this one is. Little help would be appreciated.

Only marking on the tool is 'MADE IN USA' pictured. While the little hose end looks flexible, it most certainly is not. Very rigid. Curious tool, big thanks to whomever knows its use!

I wasn't sure if this is a modern tool, or a vintage one. Settled on this forum anyhow. While it has vintage design features, it's in remarkable shape if it is old!
