Need Help Identifying a Tool

I got this in a bunch of stuff from the flea market. It has me stumped. I've spent all morning trying to find it on Google. Best I can tell it says "Malco" and "871775+" on it. It is about a foot long overall and about an inch wide. Anyone have any ideas?

Malco used to make a bunch of PHAC tools 35 years ago (haven't checked to see if they are even still around) but I have no idea what that is.

Looks like maybe part of a tool assembly. Malco makes a lot of sheet metal working tools.

I'm beginning to think that there is someone out there with a lot of time on his hands, and builds tools that are weird, or for nothing at all, then distributes them around the country for people to find and wonder what they are for. Hmmm...sounds like fun.

No idea on that one.
