Need help identifying ratchet

Hey guys. I've had an old box of 3/4" drive sockets that belonged to my great grandpa for a few years. At the bottom of it has been this old ratchet and I can't figure out what he would've used it for. I can't seem to find any numbers or info on it so its got me stumped. It's about a foot long and the female drive is about 1 1/8". The lever on the bottom of the handle pulls out to reverse the direction. Anyone know what this is?

Looks like it could be a wrench to adjust/tighten screws on very large machine tools, like a lathe tool post on a ship drive shaft lathe. Or adjust/change die blocks on 200/2000 ton hydraulic presses. Did your granddad work at a shipyard/rail yard or something like that.

Found some light engraving on it. Looks to say USBR 8985-214. United States bureau of reclamation?
