They are dial indicators, or more commonly known as Dial Gauges, they are used to display small variations, usually in concentricity,

As assembled into their bases, those could be used for something like setting the blade height on a woodworking table saw or router, looking for protrusion above a surface.

What exactly those were assembled for I have no idea, but may give you clues.

Agreed, they appear to be height measurement tools. I can't guess the specific application, but they'd be useful for many.
