I found it at a local thrift store. The arm swings back and forth.

Crown top was like 60's to '73 if I remember correctly. As for the use I am going to take a guess. A while back I remember seeing a dunlap power tool that was modular so you could use it as a buffer and a few other things, the case kinda was made like that. But that was a while ago and is just a guess so I am probably wrong, so who knows?

Pretty sure it is not a wall cabinet, just a power tool case.
