Need help identifying this tool please...

This tool is a friend of mine's, and these are the only pictures I have. I know nothing about what they are or where they came from, but he is trying to figure out what they are, and I am super curious too...

With them being attached with the small chain, it makes me think it is some sort of valve wrench or plumbing tool. Since they are the same size, they must be used in conjunction with each other. It seems to be a very specific tool, and I like the oar lock idea.

The chain looks much newer than the tools, suggesting that it may have nothing to do with how they are used. The one on the left also looks bent as if it was used to pry or turn something.

Could they be an early form of a strap wrench? With the rope/strap rotted away and missing?

They have a greenish look in the photos, as if they're made of oxidized bronze. That would support a shipboard or plumbing application.
