Need help identifying this tool

Please help me identify this tool!
Stamped on one side is:
DURHAM SPECIALTY Co.
RALEIGH. N.C.
The other side is blank.
It has 2 cutting wheels that slightly over lap and are about 1 3/4" in diameter
It has a 2" base with 4 holes where you can screw it down.

A bench mount cutter for something that you would feed through by hand like one would feed a bandsaw ?

Like maybe for heavy leather ?

I suspect these were mounted to a table or a wall at the store so a customer or a clerk could cut some tobacco for purchase.
