I believe it has something to do with fencing. It is brass and has "Tite wire Richmond Ind." on it

It is a wire stretcher..
You hook onto a piece of wire and wrap the tool around a post to pull the wire tight, then fasten the wire tightly to the post.

You will notice that it looks a lot like a standard claw hammer.
If a rope powered wire stretcher is not available, a claw hammer may be used to tighten short sections of barbed wire.
