Picked this up in a garage sale today, can't figure out what it is but for $1 why not. Any help??

Looks like they are snow chain pliers. I was assuming the ebay listing above was correct.

I once saw a pecan cracker on ebay listed as a ammunition reloading tool. :)

I suspect a fence puller of sorts but I could be off.

There is an old saying and it goes something like this...you can give a man a fish and feed him for a day or teach him to fish and feed him for life or something along those lines so...

The snow chain pliers that I have seen also have a set of jaws to straighten links out and then bend them back together. Those are hog ring pliers for sure.
