Need help To ID some tools bought from Ford Model T owner

I bought some tools from a neighbor that previously had owned a Model T. Most of the tools I can find online but there’s 3 I can’t seem to pin down what the are and what there use was.
1. The one with the Round head/clamp is marked Marquette MFG CO St. Paul Minn” on other side it says Pat Applied USA & Canada. Looks like maybe a tire too of some kind to me but IDK.
2. The tool with adjustable spring loaded claws at each end is marked Jackson Co. Pat Pend Lieville ILL.?
3. The tool with all the moving arms with slots is marked Pat. Jan.15.95 That’s the only markings on it.
Any help would be appreciated on these tools.

Wasn't sure on the Valve Spring Compressor as I work on A's, not T's.
