Need help identifying this tool/part?
You will probably have to start a new thread. People will assume this is asking about the previous tool and not bother to open this. I did a first then got curious as to what you would've added.

Check the circumference of the wheel, is it 3 feet?

Looks like a simple rota rule to me.

Sorry I thought I put the diameter in, it is 6" in diameter so the circumference is only 12-14"

If the diameter is 6", the circumference would be about 18.85".
A 12-14" circumference would have a diameter between about 3.8" and 4.5"
