need help with cabinets install

i am attaching the brackets to back of the 30 inch gladiatorworks cabinet but the carriage bolt and hex nuts will not completely match up. there is a gap where the threads will not be flush to the bolt. is this normal? Should they not be flush to secure bracket tightly?
