Need help with "CREST" drill press/tap ID please

Hey fellas,

Recently picked this up a a flea market for less than a buck. I'm wondering whether you all could help with a proper identification. The only identifier on the tool is "CREST". The tap size is 10/24

I meant to add, I do not know which trade, hobbyist or craft the tool was intended for as I've never seen such a thing.
